Napa County BHB: Board of Supervisors approves BHSA integrated plan; county shifts to implementation

Assistant Director Joseph Hallett reported that "the Board of Supervisors approved the Behavioral Health Services Act (BHSA) Integrated Plan on June 2, 2026," and said departmental work will now move from planning into implementation.
Hallett told the Behavioral Health Board on June 10 that implementation priorities include Assertive Community Treatment (ACT), housing programs and system improvements. He said a more detailed presentation on ACT is scheduled for the Board’s July meeting and that contracts for early intervention services funded through BHSA are in final negotiation and execution following a recent Request for Proposals.
Hallett also updated members on the RISE Initiative pilot in the Crisis Stabilization Unit, describing it as "a low‑barrier substance use engagement program that connects individuals to treatment and harm reduction services" designed to support SB 43 implementation for people with co‑occurring needs. He said the county is converting a former reentry facility into a Behavioral Health Treatment Center to offer substance‑use treatment, mental‑health rehabilitation and a sobering center; renovations are underway and construction is expected to be completed by the end of September 2026.
Board members did not take a formal vote on program implementation at the meeting; Hallett’s report framed next steps and scheduled further presentations and contract finalization dates for future meetings.
