The council approved a piggyback contract with Flying Scott Inc. to perform townwide sidewalk repairs (phase 1) in an amount not to exceed $59,564. Staff described the program as an ongoing, phased approach designed to address a growing list of damaged sidewalks and said this work is phase 1 in a larger program.
Council members asked whether the town solicited local bidders and staff explained that the piggyback instrument uses another jurisdiction’s competitively bid unit pricing — in this case a City of Palm Beach Gardens contract — to secure better unit costs without running a new, local bid. Council asked staff to confirm vendor vetting and timing. After discussion, Council member Mason moved approval and Council member Seitler seconded; the motion carried unanimously.
Residents at the meeting raised concerns that some sidewalk damage was caused by utility work (FPL). Staff said they will document locations, photograph damages and coordinate with utilities and the town’s representative (Amy) to seek accountability and repairs where appropriate.
