City staff presented an updated Transportation Master Plan during the Sept. 9 study session, telling council the city’s pavement condition index (PCI) has improved since the plan’s previous 2017 edition. "The average PCI for Castle Pines at the time, it was, 75," a staff presenter said. "And I checked in with Jay, and as of 2025, the average PCI was 81."
The presentation framed the 2025 report as an update rather than an apples‑to‑apples comparison with 2017; staff highlighted targeted work along Monarch Boulevard, school‑zone queuing fixes and completed pedestrian enhancements such as rectangular rapid flashing beacons and restriped shoulders. Presenters said the 2025 edition incorporated new traffic‑count data and operational analyses to prioritize near‑term improvements and to coordinate work with developers and CDOT on known future triggers.
