Council to adopt two-tier special-event permit system; staff to handle gatherings of 60 or fewer

Town Clerk Kathleen Dominguez outlined a two-tier special-event framework intended to streamline approvals and avoid requiring council attention for routine, small-scale gatherings.
"Tier 1 small scale events would be for events that are 60 people or fewer," the clerk said, explaining that staff-level approval would let residents book pavilions and small park uses without waiting for a council meeting. She said she recommended raising the staff threshold to 60 attendees to provide a buffer and reduce unnecessary council workload.
Under the proposal, Tier 2 would continue to include block parties that require street closures, fundraising events, and large festivals or markets that carry public-safety or traffic implications. Those would require formal council review, an evacuation/emergency plan when street closures are involved, and evidence of insurance and cleanup arrangements.
Council members agreed the rec center should be the preferred venue for large public markets and festivals because of parking and safety advantages; staff said the new process will include a simple application, fee schedule, and clear criteria for when staff can act and when the council must review.
