County awards $28.48 million general‑trades contract for new public safety building to Macero Construction Group

The Washington County Board of Commissioners voted to award the general‑trades contract for the new public safety building to Macero Construction Group of Pittsburgh, Pennsylvania, for $28,479,000, the purchasing representative said.
"This recommended bid met required specifications and was the lowest most responsive and responsible bid received," the purchasing representative said. The recommended package included added alternates of $380,000 for the roofing system and $44,000 for installed heated sidewalks. Commissioners were told all costs will be paid with 2024 general obligation bond funds and capital expenditure reserve funds.
The motion to award the contract was moved and seconded and carried on a roll call. The board recorded the award as part of the overall project procurement that the purchasing team said was reviewed by project management, purchasing, and NEI Burns Scalo. The county clerk recorded the vote tally; the motion passed by a majority of votes.
County staff indicated the award recommendation followed review of bidder responsiveness and specifications; the purchasing representative stated the recommended bid was the lowest responsive offer received. The contract award moves the construction procurement to the next contracting and mobilization phase.
