Commission approves conditional-use permit for NCLF LLC recycling and sorting facility, with amended conditions

The commission approved Conditional Use Permit 2026-10 for NCLF, LLC to operate a facility that will receive and sort various materials for industrial recycling. Jesse McCord (NCLF, LLC) and Kyle Blackner (County Building Authority) presented the application; Planning & Zoning had recommended unanimous approval.
The minutes record that the CUP was approved "subject to amending (3) & (9)." Commissioner Brandon Yardley moved to approve the permit, Commissioner Tammy Pearson seconded, and the vote was unanimous. Commissioners noted that a road maintenance agreement may be required in the future if site access is rerouted.
The permit approval allows NCLF, LLC to proceed with operations at the described location south of the Milford Overpass and M & M Road, subject to the conditions as amended; county staff will record the final permit and any subsequent road-maintenance obligations.
