Council approves Phase 3 water pay application and change order amid infrastructure updates

The Mount Carroll City Council approved Pay Application #3 for the Phase 3 Water Improvement Project on Aug. 27, authorizing payments of $27,205 to MSA and $229,968 to Law Excavating for a total of $257,173. Council also approved Change Order #1 for the Phase 3 water main replacements on Mill Street.
Water and Sewer Superintendent Jonathan Armstrong reported on ongoing system work: the pool has been drained and winterized and will be pressure-washed this fall, crews will remove trees to reduce algae next season, Shimer Square tie-in is completed and a pressure test is planned, and Well #3 is scheduled for maintenance. Armstrong also reported a recent watermain break on Jefferson Street and said hydrant flushing is planned for October with an ad to run in late September.
The pay application and change order were moved and approved on roll call; the Record lists the pay application amounts and the contractor names in the motion. The council did not specify a contract completion date in the public minutes.
