The Anamosa City Council unanimously approved a set of agreements and administrative items to move phase 3 of the downtown facade improvement project forward, including an IEDA contract, the project's administrative plan, an environmental review acknowledgement and procedural authorizations.
City staff said the items are routine and consistent with earlier phases of the facade program. "This is to receive money, not to authorize anything," the city administrator said when explaining a request to allow staff to sign reimbursement forms so reimbursements would not be delayed waiting for the mayor's signature.
Council also approved a contract with the East Central Iowa Council of Governments (ECICOG) to assist with phase 3 administration and accepted procurement policies to govern contracting for the work. The motions were moved and seconded, and the votes carried on roll calls as read in the meeting.
Councilors had no extended debate; staff will proceed with the contract administration steps required to qualify for reimbursements under the IEDA program and return to the council for any project-level approvals that require policy decisions.
