Commissioners approve interlocal juvenile-detention agreement after cost clarifications

Sheriff Russell Thornton presented a corrected interlocal cooperation agreement with the North Central Kansas Regional Juvenile Detention Facility and answered commissioners' questions about the five-year rolling average and over-allotment charges. Thornton told the board the 2024 cost for beds over the allotment was $98 per day; Ottawa County's allotted beds were 77 for 2025 and were projected to increase to 184 in 2026 with a listed cost of $35,649.08 in the corrected agreement.
Commissioner Carla Grund moved to approve the agreement and Commissioner Duane Morris seconded; the motion passed 3-0. Commissioners asked Thornton to verify numbers used in the agreement and to confirm that the agreement language reflects the county's financial exposure for over-allotment days. The board did not add conditions to the approval and directed staff to file the signed interlocal agreement.
