Cass County outlines outreach, training and mapping steps for stormwater compliance

County staff presented steps to meet the public education, mapping and good-housekeeping requirements of the MS4 permit, including posting education content to the county website, producing a flyer to include with building permits, and exploring partnerships with regional stream teams and the MARC Water Quality Committee. Christina Lubert said the county posted content at the end of June to meet initial education requirements.
Lubert said the county will map outfalls in the MS4 area, review topographic and stream-location data in the northwest regulated area, and develop an illicit-discharge detection and elimination program. She also said staff would train public-works maintenance personnel and inspect municipal maintenance facilities annually to ensure proper handling of wastes, fuel, pesticides and other materials that could affect stormwater.
"Content was assembled and posted on at the end of June on the codes page to meet this requirement," Lubert said, and added the county is developing a flyer for future building permits to educate builders and contractors on proper construction runoff control. She said some outreach activities could be done by partners rather than the county hosting every event.
