Cass County to submit MS4 permit renewal by Sept. 1 after audit-related delays

Cass County officials said on July 29 that the county will submit its renewal application for the municipal separate storm sewer system (MS4) permit to the Missouri Department of Natural Resources by Sept. 1, after earlier delays tied to a 2025 program audit and an unsuccessful waiver request. The county’s current permit expires Sept. 30 and a revised permit is expected to take effect Oct. 1.
"The current permit expires September 30, and the new permit is expected to be issued on October 1," Christina Lubert, the presenter, told the commission. She said the application had originally been due April 3 but was delayed and will be filed by Sept. 1. Lubert also said the county submitted its 2025 MS4 compliance report late—on June 29—after the audit and waiver attempt delayed filings.
County staff said they are rewriting the stormwater management plan required by the permit and plan to finalize it this fall. The presenter emphasized that much of the program plan follows prescriptive permit language, so requirements are driven by the forthcoming state permit. The commission set no additional deadlines in public session beyond the Sept. 1 submission goal.
