Council authorizes $174,970 construction-phase engineering for Bicentennial Park seawall

The council voted 5-0 to approve CSA 2025-10 with Baxter & Woodman Inc. for construction-phase engineering services for the Bicentennial Park Seawall Hardening Project in the amount of $174,970.
Presenter Vanessa said Baxter & Woodman completed the design that formed the basis for bidding and that one of the grants fully funded the design phase. "The first 0.5 of this was the design, which is fully funded by one of the grants," she said, and staff explained that construction-phase services might be covered by grant reimbursement or by town funds if necessary. Council approved the CSA and authorized the town manager to sign necessary documents.
Council members asked whether engineering fees would be covered by grants; staff advised it was uncertain but that they would attempt to roll eligible costs into grant reimbursement where possible.
