Board approves ADU and IA for 9943 Sandwich Road with deed restriction and walkthrough
Summary
The owner of 9943 Sandwich Road sought approval to convert interior space and add a one-bedroom ADU while reusing an existing four-bedroom SAS; the board approved the IA with standard conditions, required a walkthrough to confirm the primary house has three bedrooms, and recorded that the ADU will not increase net flow.

William Cawley of Cawley Site Services presented a plan for 9943 Sandwich Road proposing a one-bedroom ADU while keeping the overall flow the same by converting interior space so the main house is three bedrooms and the ADU is one bedroom. Cawley said the plan reuses an existing four-bedroom SAS and adds a nitro treatment unit to meet nitrogen requirements.
Board members examined inspection history and tank volumes and clarified that a final walk-through is required to confirm existing bedroom counts. The board approved the IA with standard conditions, required documentation of the existing tank volume from records, and attached standard monitoring and deed-restriction conditions to ensure no net increase in flow.
Why this matters: Approving ADUs with IA technology is a tool to increase housing flexibility while protecting nitrogen-sensitive watersheds, but it depends on careful verification of existing bedroom counts and reuse of properly-sized SAS infrastructure.
