The Board of Health approved an innovative/alternative (IA) nitrogen-reduction system for 5 Riversview Road after hearing from engineer Mike Borselli on Aug. 3. Borselli said the existing house is assessed as two bedrooms and the buyers wanted capacity for four bedrooms in case they expand in the future; the plan proposes a nitro treatment unit, a four-bedroom-capacity leaching field and tank, and standard monitoring conditions.
The board discussed the required acknowledgement that whoever installs and maintains an IA must accept maintenance and testing obligations. Borselli said the seller would not sign the maintenance acknowledgement and suggested the condition could be met prior to issuance of the installation permit by documenting the buyer’s acceptance. The board found the lot suitable and voted to approve the IA with the standard conditions, including a performance target of less than 10 milligrams per liter of total nitrogen and required documentation prior to permit issuance.
Why this matters: Approvals of IA systems allow properties in nitrogen-sensitive areas to be upgraded while reducing watershed nitrogen loads, but they create long-term maintenance obligations that must be held by an identified owner or management entity.
