Council rejects new bids, extends PACE Analytical monitoring contracts for two landfills

Director Jordan Keck told council the bid opening produced offers that were more expensive than extending the city's current agreement with PACE Analytical Services, and recommended rejecting the bids and exercising the contract extension for both Landfill No. 1 and Landfill No. 2.
"As you can see in your memo, the current rates per the agreement is $12,920 in comparison to what we opened during the bid opening," Director Keck said, explaining the $12,920 figure reflects the two-year price in the existing agreement and equates to roughly $6,000 per year. Council first voted to reject all bids for Landfill No. 1 and then voted to extend the PACE Analytical contract for an additional term. The same two-step action was later taken for Landfill No. 2; Keck said the landfill No. 2 monitoring remains more intensive while remediation continues and that the county shares costs 50/50.
Councilors said they preferred the lower cost and the continuity of the incumbent contractor; the motions to reject bids and to exercise the extension option carried by voice votes. Staff said the extensions will begin with the July 2026 sampling period and that the county will need to approve its share of the extension as well.
