Belvidere committee authorizes full-time plans examiner, approves budget amendment

The Committee of the Whole voted July 27 to amend the FY27 budget to authorize a salary not to exceed $78,000 for a full-time building plans examiner/inspector and to authorize hiring for the position with a salary range of $68,000'$78,000 depending on qualifications. Mayor Albertini framed the request as a succession and workload issue after a long-serving staff member retired and the department fell behind on plan reviews and enforcement.
"I would ask the council not to do it if you wanna make that a motion," Mayor Albertini said while reviewing staffing pressures; he later read the motion authorizing the budget amendment and the hiring authorization. Director Craig Wilcox told the committee the $10,000 spread between $68,000 and $78,000 will depend on candidate certifications in building, residential, HVAC, gas and energy code and that offering the higher end of the range is intended to secure qualified candidates.
Aldermen debated whether to postpone the decision until the next budget retreat; one motion to postpone to the retreat was defeated and the original motions carried by voice vote. Councilors said the action aims to reduce permit-review delay (current internal turnaround reportedly at least four weeks) and to preserve continuity as development activity increases in the city.
