Oak Creek staff asked the Plan Commission to recommend a project‑plan amendment for Tax Incremental District No. 12, which straddles I‑94 near the IKEA parcel and includes Creekside Crossing and the Highgate area.
Max Gagan told commissioners TID 12 has a mandatory termination date in 2036, a fund balance of about $1.1 million and approximately $11 million in outstanding debt. Staff presented a proposed increase to authorized project costs of $31,000,000 to account for land acquisition, infrastructure improvements and developer incentives; staff emphasized this is an update to the project plan, not an immediate commitment to spend the full amount in incentives. Christie noted the Common Council has already authorized a purchase-and-sale agreement for land in front of IKEA; staff said the amendment would allow the TID to facilitate that purchase and related investments.
Commissioners asked about cash‑flow timing, valuation assumptions and whether IKEA’s nearby development was suppressing nearby incremental value; staff said projections were deliberately conservative and that upfront debt service to acquire land could precede value realization. The Plan Commission voted to recommend the resolution to the Common Council.
