Committee accepts city fiber-optic loop project, forwards acceptance to consent agenda

John Cole, the city's civil engineer, asked the committee to accept the fiber-optic loop project constructed by Canon Construction LLC as complete to satisfy Washington State auditing and contracting requirements. Cole said the project was authorized for a maximum contract amount of about $2,815,000 and the final cost finished "a little under that by about 28,000 to almost $29,000, below the maximum authorized contract amount."
Cole described the loop as creating redundancy for city communications (signals, street lights, cameras) and said much of the installation used directional boring with minimal neighborhood disruption. Councilmember Linda Kochmar asked whether leftover funds would revert to the general or construction fund; Cole said the money will be reused for similar projects and originated from mitigation funds provided by Sound Transit. The committee moved option 1 forward to the 08/11/2026 consent agenda and the motion carried by voice vote.
