The way the rules would have to work is that motion would have to be made 1st, and you can have any as much discussion as you want leading up to that motion, 2nd, and vote," the staff member said. After the motion was seconded, the clerk conducted a roll call and the motion carried.
The motion did not itself set a new millage number; rather, it returned the item to the table so council could treat it as if the earlier vote had not occurred and start the matter anew. The action cleared the procedural path for council to consider a motion to set the TRIM notice at the property-appraiser-determined rollback rate.
