Advisory board reviews 2027 CIP proposals for maintenance, fencing and Schumann Court upgrades

Richard presented the 2027 Parks Capital Improvement Program and described several planned and proposed items: park restroom door replacements (moved to impact-fee funding), a program to replace deteriorating wood post-and-rail fencing across parks, purchases for parks maintenance equipment, and court upgrades at Schumann Park including lighting and resurfacing.
"We did an analysis of courts, court lighting, ball field lighting, and Schuman drastically needs improvement just to to be safe," Richard said, identifying safety-driven upgrades and a preliminary cost reference. He later referenced a figure of approximately $300,000 for the remainder of the Schumann Court upgrade.
Committee members asked whether maintenance-line items appear in the 2627 operating budget; staff clarified the CIP presentation focused on capital projects and that operating items (electricity, salaries, routine maintenance) appear separately and are not part of this CIP discussion. Members also discussed discretionary park improvement funds (approx. $20,000) that must be used before the budget year ends or they will lapse.
Richard said the Hardy Park upgrade line is in the CIP as a grant match pending award; if the grant is not awarded, the item will be removed or reallocated. The committee did not vote on CIP items tonight; staff presented the plan for review and said some items will return to council for execution and funding decisions.
