Staff said the ordinance returns the county to its prior interpretation: residential properties may haul water from approved sources and be issued septic permits if the site percolation and lot-size criteria are met, but new commercial water-hauling operations and new subdivisions relying on water hauling are not permitted.
Commissioner Sarah Myers said the ordinance is the culmination of work across the five-county public-health board to restore county-level discretion. Commissioners approved the ordinance by voice vote; staff noted that if a property with a previously authorized hauling-based service discontinues that use for one year or longer, the water-hauling right is not automatically reinstated.
