City manager: Mallard Point resubmittal under review; seawall stabilization on track for 2026 bid

In the city manager's report on Oct. 13, staff updated the council that the Mallard Point development had resubmitted building permit documents on Sept. 22; those materials have been routed to planning, engineering, code enforcement and fire for review and comments are due Oct. 17, with the possibility that staff may issue a second incompleteness letter if items remain missing.
Separately, staff said the engineering team for the beach road stabilization and seawall project completed field testing and surveys and has started coordination with regulatory agencies and utility companies; the project is on track to go out to bid for construction early next year with an aim to start construction in summer 2026. Staff noted that costs remain uncertain amid fluctuating tariffs and labor market conditions and promised a more detailed update to council later this winter.
