Commissioners debate asking Kansas to fund elections, appraiser and treasurer offices

Sedgwick County staff and lobbyists discussed proposed platform language asking the Kansas Legislature either to appropriate additional funding for county elections and appraiser functions or to accept state control for functions that are state mandates but funded locally.

Jason Watkins of Watkins Public Strategies told commissioners to temper expectations this year, saying the legislature will face tighter budget conditions and a shorter session. "This will be a new and big idea to policymakers in Topeka," Watkins said, and he recommended incremental progress and careful storytelling to legislators.

Commissioners pressed staff for concrete figures and suggested either a statewide ask (which requires Association of Counties coordination) or a focused approach that prioritizes counties with the greatest need. Brandy, the Association contact, reported a partial survey response from counties showing an $8.99 million shortfall related to the motor-vehicle funding question among 52 respondents; staff said the final statewide number remains uncertain because not all counties had responded.

The commission asked staff to prepare specific cost estimates and suggested including the treasurer, appraiser and elections topics as separate subheadings in the platform so that each item''s scope and funding implications are clear to legislators and association partners. No final adoption occurred; staff and the county's lobbyists will refine language and return with numbers and draft bill language where appropriate.
