Board approves garage expansion variances for Hourigan family citing accessibility needs

James Hourigan asked the Dickinson County Board of Adjustment for several yard variances so he could remove a shed and expand a garage to store equipment for his daughter, who uses a wheelchair. The family told the board the garage would include a pitched roof to improve water flow and increase storage for mobility equipment.
Hourigan described recent sewer damage he said resulted from fiber-optic installation that broke a PVC sewer pipe and required replacement; he also described capping a drainage tile and rerouting water after installing new gutters. “they have a daughter in a wheelchair, and they would like to have more storage by taking off the shed and extending the garage,” Hourigan said. Planning staff read a letter in opposition from Teresa Garvey.
Board member Susan Clark moved to grant the requested variances — a north rear yard of 5 feet where 25 is required (20-foot variance), a west side yard of 9 feet where 33 is required (24-foot variance) and an east side yard of 7 feet where 8 is required (1-foot variance) — and Berhow seconded. The board approved the variances 5–0, with the west-side variance clarified as a 24-foot variance.
