At the Shasta Union High School District Governing Board meeting on Feb. 10, 2026, representatives for the Shasta Secondary Education Association (SSEA) and Educational Support Professionals (ESP) presented initial negotiation proposals for the 2026–27 school year.
SSEA Lead Negotiator Sheena Thurston outlined SSEA and district mutual openers including salary regulations and said SSEA's openers included Article 8 (class size) and Article 11 (leaves). ESP Lead Negotiator April Williams presented ESP’s openers, which included Article 8 (vacations) and Article 9 (leaves). The negotiators asked the board and district to consider compensation increases, including continued health benefits, in the coming contract cycle.
Associate Superintendent Jason Rubin presented the district's initial response, listing Article 10 (compensation) as the district opener for SSEA and noting that the district is seeking a multiyear agreement specifying percentage increases rather than single‑year ad hoc raises. Rubin also said ESP had no district compensation opener at this time.
Trustees agreed to post the initial proposals on the SUHSD website and scheduled a public hearing on the proposals for the March 10 board meeting to invite public comment before formal bargaining continues. No formal bargaining outcomes were recorded at the meeting; the presentation was introductory and set negotiation topics and timelines.
