Committee votes to pursue APM change to allow chair's one-year term to be renewed for a second year

The committee debated whether to change the Administrative Policy Manual (APM) so the chair could serve a one-year term renewable for a second year (effectively allowing up to two years of continuous service). Tony Boyd laid out options and the pros and cons of rotation versus continuity.
Chair Charlie Harrington moved that Wayne Stacy work with Tony Boyd to draft language to pursue the APM change; Marika Bergson seconded the motion. "I will motion for that," Harrington said, and the committee recorded verbal ayes and approved the motion to have staff and the named committee member produce draft language for council consideration.
Members discussed a middle ground—one-year terms with a possible renewal to a second year—so experienced chairs can maintain continuity while preserving rotation over time. The committee asked staff to prepare draft APM language and return with it at a future meeting or to the January special meeting for review.
