Property owner wins council approval to request surplus pipe for 1st & 2nd Street stormwater work

The Westfir City Council voted to request 80 feet of SDR‑32 pipe from Lane County to replace a decommissioned culvert on a private road near 1st and 2nd streets.
Property owner Adam Kennedy told the Council the replacement would not stop stormwater accumulation but "the pipe installation was not going to stop the stormwater accumulation but would stabilize the catchment system." Councilor Jara Mouracade moved to request the pipe; Councilor Linda M. Love seconded. The motion carried 4–1, with Councilor Deretta Huey voting no.
Kennedy also asked the City for $400 to rent equipment to install the pipe; the Council agreed to vote only on the request for materials and tabled the request for monetary assistance. City Recorder Nicole Tritten said County emergency resources are governed by a mutual aid agreement and are not simply surplus materials free to municipalities, which factored into Council discussion about whether the City could obligate County equipment or materials.
After the vote, Kennedy said he planned to excavate part of the private road to improve drainage and was advised he likely did not need City authorization because the road is private, though he was encouraged to inform neighbors who share the road.
