City staff presented a comprehensive set of Title 19 zoning amendments intended to implement the housing element, add objective design and development standards, include SB 9 implementing regulations and add Chapter 19.95 (including an in‑lieu fee process).
“At its 10/21/2025 hearing, the planning commission conducted a public hearing on the proposed amendments and adopted a resolution recommending that the council adopt the proposed zoning ordinance amendments,” the staff presenter said. Council members asked detailed line‑by‑line questions, including whether Title 22 should be rescinded as part of the second reading; how to sequence deletion and activation dates; how the R zone and waterfront “strip” interact with FEMA and BCDC rules; and whether charts correctly distinguish R2 (duplex) and R3 (multifamily) uses. Several sections (permitted/prohibited uses, roof decks, definitions) were flagged for clarification.
After extended discussion and staff noting several late edits made that day, the council directed staff to make the clarifying changes and approved the first reading to be brought back for second reading with the specified edits.
