"The outperformance this year has been extraordinary. But that's largely due to one-off items," the committee member said, prompting staff to confirm the fines and ERAF amounts and to agree that the city should not assume those items will recur when setting baseline budgets. The exchange resulted in a direction for staff to provide corrected worksheets and conservative five-year forecast figures when the item goes to council.
