Commission backs zoning changes to implement housing element, including emergency‑shelter provisions and lot‑consolidation incentives

Planning staff presented zoning ordinance amendments intended to implement the updated housing element and to tidy code provisions. Staff grouped the amendments into two categories: those required for the housing element and technical cleanup items that streamline and ensure internal consistency with state law.

Among the changes discussed: objective design and development standards, revised reasonable‑accommodation provisions, SB 9 implementing regulations, inclusionary‑housing requirements and incentives to encourage lot consolidation in R‑3 zones (greater lot coverage and height when consolidated parcels reach roughly 0.5 acres). Staff also explained emergency shelters will be permitted by right per state law; where the city previously allowed up to three beds by permit, staff said the State now requires allowing up to 10 beds in a temporary shelter by right.

Commissioners asked for clarification on how the lot‑consolidation incentives will work and where shelters would be located; staff noted that the R‑3 incentives apply only if lots are consolidated and that emergency shelters are intended as temporary housing for people with minimal support needs and are treated differently under state law. The commission voted to recommend adoption of the ordinance amendments to the City Council.
