Belvedere adopts revised 6th‑cycle housing element, will submit to state for certification

City staff said Belvedere has been working with consultants, a housing element subcommittee and HCD since January 2023 to update its housing element; staff noted the State Department of Housing and Community Development (HCD) sent a letter on 07/16/2025 indicating the element meets statutory requirements but that zoning ordinance amendments remain to achieve substantial compliance.
“The city has been working since January 2023 with consultants, the housing element subcommittee, HCD, and the community updating and making changes to the housing element according to feedback received from HCD,” the staff presenter said. Staff asked the council to conduct the public hearing, discuss the update and authorize staff to submit the revised document to HCD for review and certification. Council members thanked staff and the subcommittee for years of work and moved to adopt the resolution approving the housing element update; the motion carried.
Council directed staff to proceed with parallel zoning ordinance amendments (Title 19) to complete the compliance steps with HCD and noted the annual housing progress report is due each spring (staff said April).
