Bill Savage, the district's facilities consultant, gave the board a detailed update on Measure J construction and state funding options, including Proposition 2 eligibility and seismic mitigation prospects. "I wanna give you an update on the measure j bond program," he said, and warned that a change order to the multipurpose building reroof exceeded the 10% public contract code limit. "This change order is over 10% of the contract amount," he said, and legal counsel prepared a futility resolution to justify proceeding without separate competitive bids.
Savage described options to replace flood‑damaged classrooms. He presented an architect's plan to place a single raised classroom near the front parking area — closer to parent drop‑off and outside much of the floodplain — which could serve temporarily as administrative offices during main‑building construction or, longer term, as space for the preschool or the district's Eagles Nest program. "One possibility is that we could do a single classroom... that would be well within our budget," Savage said. He also outlined the state application process for Proposition 2 (statute cited in the meeting as AB 247) and the district's modernization and seismic mitigation eligibility, noting the need to prepare a five‑year facilities master plan to pursue state funds.
Trustees asked about cost estimates and licensing for preschool use; Savage said cost estimates are pending and recommended a permanent raised foundation rather than lightweight grading, and staff will factor playground and restroom requirements into licensing considerations. The board agreed to take up the detailed cost estimate and lease‑leaseback timing at a January facility study session.
