Measure J update: roof near completion, lead found in flashings, main building schematic due

Bill Savage, presenting the Measure J bond update, told the board the multipurpose building reroof will be completed soon and the work had been managed successfully with a competitive bid process and an active owner's representative on site.

Savage reported that a hazmat consultant identified lead in the roof flashings and fascia board, prompting the district to hire abatement and inspection contractors to avoid change orders: "They found lead in the flashings, and the, the fascia board, and then we hired a demolition contractor, to abate that prior to the work so we wouldn't have to put a changeover into the contractor," he said. The board ratified three associated agreements by voice vote.

On the main building renovation, Savage said schematic design drawings are being finalized and will go to a cost estimator; the district anticipates bringing a cost estimate to the board in December and initiating a lease-leaseback procurement as soon as the estimate is available. He also said destructive testing required by the Division of the State Architect (DSA) will be performed because original drawings for the historic building are missing, and that the main building project is targeted for construction in 2026.

The board discussed the rear classroom replacement project and, noting budget and cash-flow constraints and the possibility of FEMA funding, recommended pausing further development of that project while focusing resources on the main building work. Trustees asked staff to schedule a facilities study session to explore transitional housing for displaced programs, timing, and funding strategy.
