North Bay Village code enforcement officers reported that four condominium buildings on 79th Street Causeway performed elevator‑room work — hydraulic power units, new controllers and mini‑split air‑conditioning units — without local permits. Inspectors said each folio lacked the required North Bay Village permits even though contractors produced Miami‑Dade elevator permits.
"We did go to the village, and we met with Leilani, and we started the process of, the permits for the, HVAC and the electrical work related to the elevator modernization," said Joel Perez of American International Elevator, who told the magistrate the company had obtained Miami‑Dade elevator permits but had not realized the village required separate local filings for associated HVAC and electrical work. "We were not aware."
Orlando Rodriguez, North Bay Village code director, said citations were issued because local approvals had not been obtained; he reported the contractors were now working with village staff to update and submit permits. Magistrate Regine Monestein declined to impose fines immediately and urged the owners and their contractors to complete the village permit process quickly; magistrate warned that a different enforcement posture could apply at the next hearing if permits are not filed.
The four folios were read together because they involve substantially similar elevator‑room installations and enforcement concerns; the magistrate accepted the village's recommendation to require compliance and return for status rather than imposing fines at today's hearing.
