Planning staff presented a parking-variance request for the proposed National Railroad Hall of Fame at 247 South Seminary Street, saying the project would need 11 spaces under the current ordinance and "are asking for a variance of 2 to go down to 9." The applicant was reported to be in the audience and available to answer questions.
Staff said the site has off-site options for visitors, noting a city parking lot immediately north of the parcel and on-street parking on the west side of South Seminary Street. The Development Review Committee reviewed the variance at its Dec. 3 meeting and "did recommend approval," according to staff. Staff also cautioned that the parking obligation is triggered by the parcel's institutional zoning designation; if the property were located slightly north in a B-3 district it would not require on-site parking.
The staff presentation flagged two potential future changes that could increase nearby parking: a long-term city project to redo the South Street underpass that might fill in and create additional street-level area, and the planned demolition in January of three buildings across the street that "could be a possible, future location of some additional parking as well." No formal vote or final decision on the variance was recorded in the transcript.
