McGrath also said the city and its wastewater‑treatment plant received a draft NPDES (National Pollutant Discharge Elimination System) permit that would affect allowable nitrogen discharge. She said staff have engaged consultants to prepare a technical memo in response and have requested an additional 30 days beyond the standard public‑comment window to ensure adequate review.
The report included other traffic‑safety items (monitoring the 4th & Quay intersection and repainting lane markings, and evaluating speed and pedestrian concerns on Kingsway in Skyline) and noted a future update after an October 8 workshop with consultants on wastewater treatment.
