Galesburg planning commission reviews special-use request for community solar at airport

A staff member told the Planning and Zoning Commission the commission was asked to consider a special-use permit for a community solar installation at the city airport at 275 Lloyd Stearman Drive. The staff presentation said the city previously approved a letter of intent with Community Power Group and that the developer has "obtained an interconnection agreement with Ameren back in December '23."
The staff member said the site is being leased to Galesburg Air Solar 1 LLC and lies in the M-2 Heavy Industrial District, which allows heavy industrial development but requires a special-use approval for community and commercial solar systems. "This is before you tonight because all community and, commercial solar systems require a special use permit, which must be approved by the Planning and Zoning Commission," the staff member said. The presentation noted an 18-month FAA review, review through the Illinois Shines program, and that the development review committee recommended approval at its December 3 meeting.
If the commission recommends approval, the matter will go to city council for final action. The staff member added that, if granted, the special use would be tied to this location and could not be transferred to another site without approvals.
