The Butler County Planning Commission voted unanimously to approve RZ24-18, a zoning change that would allow about 74.1 acres at 0 Southwest Buffalo Road in Towanda to convert from AG-40 to residential-estate zoning.
Planning staff told the commission the parcel contains a small FEMA floodplain area near the southeast corner and that rural water service along Southwest Buffalo Road is provided by Rural Water District 5 via a 2-inch main that "would only be able to support 2 more single family dwellings," limiting immediate water availability for additional homes. "Staff does recommend approval," Toby told the commission during his presentation.
Roger Ketsinger, the agent representing the applicant, said the proposal met the county's lot-size and access requirements and that the applicant had accounted for the map's limited buildable area. The staff presentation also noted potential limitations on septic systems and the need for a soil-profile analysis before any building permits could be issued.
Commissioners moved, seconded and voted 5-0 to approve the rezoning; members recorded the motion as carried. Planning staff and the applicant said the matter will be forwarded to the Butler County Commission; the date discussed for the county hearing was in late August.
