Board flags stormwater and maintenance problems on Northgate Blvd.; limited dedication being explored

Township staff and engineers reported multiple deficiencies in Northgate Blvd.'s infrastructure at the April 15 work session, including stormwater problems and a substantial accumulation of sediment impeding culvert flow. Road Department Supervisor Jayme Benfield, LTL Engineer Peter Eisenbrown, and Project Inspector Shawn Fahr conducted inspections and documented the issues.
Because the roadway design and maintenance backlog would burden township winter maintenance (plow size and salt spreader impact on vegetation in island barriers were cited), the board said it would prefer not to accept full dedication of Northgate Blvd. Solicitors were asked to explore the possibility of a limited dedication from Route 663 to just below the intersection of Morgan Hill Road as a potential compromise, though board members noted this is not optimal for winter maintenance patterns.
Why it matters: before accepting any dedication, the township would require infrastructure repairs and ongoing maintenance assurances. The board suggested providing the HOA with two lists: items to fix or replace and ongoing maintenance responsibilities. Staff follow-up will be required to document deficiencies and coordinate remediation before any change in ownership.
