Agent Kirk Miller said the property historically hosted commercial uses and that the current owner has cleaned the site and proposed screening, landscaping, and limits on permitted uses; neighbors who spoke at MAPC opposed the change over groundwater and character concerns. After questions about setbacks, allowable vehicle types, whether a conditional use would have been possible in a different zoning district, and no county public speakers, the commission moved to deny the zone change and followed MAPC's recommendation. Chair called the roll and the motion carried unanimously.
