Commission sets Jan. 8 public hearing on four special-assessment road projects

Lynn Packer, director of public works and county engineer, asked the commission to accept statements of final cost and the assessment roll for four special-assessment projects and to set a public hearing for Jan. 8, 2025 at 9 a.m.

Packer said the projects include Dry Creek Estates (34 lots), Draynor Estates (30 lots) and two Stonewater phases (phase 1 paving and a drainage phase affecting roughly 24 and 50 lots respectively). Bond counsel Garth Thurman explained the next steps: accept final costs and publish and mail notice as required by law, then hold the public hearing at which property owners may comment; if the commission adopts an assessment resolution after the hearing, property owners would have a roughly 30-day period to prepay some or all of the assessment before any unpaid amounts are rolled into tax bills or a subsequent bond issue.

Commissioners asked about per-lot special assessments (noting a wide per-lot range based on scope differences) and confirmed the assessment term is 15 years. The commission approved the staff recommendation to accept final costs, authorize notice and set the Jan. 8, 2025 public hearing.
