Bradley County commissioners approved a resolution authorizing Mayor Davis to enter into a health-services agreement with Turnkey Health Clinics LLC (TK Health) to provide medical services at the Bradley County Jail and Workhouse. The contract term is three years with two optional one-year renewals; the motion cited an annual base compensation amount of $1,780,782.45 and passed by roll call with the chair reporting 13 in favor and one absent.
County staff answered commissioners' questions during discussion about procurement and past contract gaps. County staff said the current procurement process sought fixed pricing, included a 180-day exit clause to avoid the short windows that had created procurement problems earlier, and spelled out annual increases. "We we definitely did correct it," a staff member said when describing changes made to the contract language and procurement process. Staff also said the budgeted increase for year one is in line with the county's adopted figures and that the contract stays within the current year's budgeted amount.
