Staff recommended approval of a second amendment to the Community Power Group lease for a community solar garden on unused airport property, extending the required construction start by two years due to FAA requirements. "Due to FAA approved requirements, approval requirements construction has not begun and CPG request an additional 2 year extension. CPG has made substantial progress and anticipates FAA approval soon with construction plan for the summer," Mr. Hansen said, and the amendment provides an additional $5,000 in compensation in lieu of monthly payments until power generation begins.
Council members had no additional questions and approved the amendment unanimously. Staff said the amendment does not change underlying lease economics or the 25‑year lease term with options for two 5‑year extensions; FAA conditions prevented the original start schedule and the amendment aligns the contract with projected FAA timing.
