Planning staff presented an amendment to the city's zoning/site-plan requirements to add resurfacing and pavement-strength specifications used by the Department of Transportation after widening work on Highway 701. The staff said the change responds to more commercial development 'dump[ing] out on our residential streets' following road improvements and would give consistent technical standards for developers and reviewers.
"Because of the ... widening projects and improvements on 701, we are seeing more commercial development dump out on our residential streets," the staff member said, arguing the amendment mirrors DOT sections intended to improve road strength and traffic capacity. Staff noted the language was presented to the planning board after the April meeting and that developers and design professionals requested clearer guidance on what the ordinance requires.
Staff used recent site plans as examples: DOT assistance guided improvements for a Dunkin' Donuts site, and the Dollar General on Frank Street included improvements that staff said extend to the end of that property's frontage on its site plan. When asked whether a project would only upgrade pavement to the end of the developer's property, planning staff said final extents are determined by technical review and director discretion.
The staff recommended the council adopt the specification language so future site plans reflect DOT resurfacing standards and provide a clearer technical review baseline. The planning board's recommendation and director-level discretion were noted as part of implementation steps.
