City staff recommended awarding the demolition and site-cleanup contract for the commercial building at 363 East South Street to Lockwood Excavating and Construction Inc. (Galesburg) for the low bid of $26,000. Staff said the city had completed acquisition steps and concluded the structure was not economically feasible to rehabilitate and recommeded demolition to prepare the site for future redevelopment adjacent to the planned Hall of Fame and parking lot.
"The city has completed the necessary steps to acquire the property and the staff have determined the structure is not economically feasible to rehabilitate," Hansen told council. The bid solicitation produced three responses and staff judged Lockwood's bid to be the lowest and best. Funding for the demolition is available through TIF 4, and council approved awarding the contract 6-0.
A council member asked about future use of the land; staff said redevelopment options include parking and support of adjacent Hall of Fame development. The demolition is intended to clear a vacant underutilized site to support downtown redevelopment objectives.
