City staff recommended and the council approved a redeveloper agreement with Judy's Kitchen LLC to renovate approximately 94 square feet on 51 North Prairie Street into a commercial-grade kitchen for pancake production and demonstrations. The renovation is expected to create 5–7 full-time and 6–8 part-time positions and to increase downtown foot traffic and tourist interest.
Staff presented an estimated total project cost of $118,542.65 and said the owner is requesting tax-increment financing not to exceed $17,007.81 from TIF 4 to cover remaining costs including first-floor kitchen installation and awning replacement. "Funding for the TIF incentive is available in the TIF 4 fund," Hansen said, and the council voted 6-0 to approve the agreement. Staff estimated substantial completion by April 30 and said the project supports downtown redevelopment goals.
Council members expressed support for the project as an example of a public-private partnership to spur local business growth. The agreement requires no additional city-wide tax levy; the incentive is drawn from existing TIF redevelopment funds.
