Council hears first reading of 2025 property tax levy seeking roughly $10 billion

City staff presented the 2025 property tax levy on first reading and asked the City Council to consider the ordinance at a future meeting.
"Staff recommend the city council approve the 2025 property tax levy ordinance, which establishes a levy request of $10,000,871,732," City Manager Saint George told the council, saying the figure reflects an approximate 4% increase in dollars collected driven by higher estimated assessed values and that the city's proposed tax rate is approximately $2.35 per $100 of EAV.
Saint George said the levy supports general fund operations, parks and recreation, IMRF obligations and a large share dedicated to police and fire pensions, with 18.6% earmarked for the Galesburg Public Library. The levy, she said, will be collected in 2026 with the majority of receipts arriving in June and September. The ordinance was presented on first reading and will return for a vote at the next council meeting.
Council did not adopt the levy on Nov. 3; staff noted the numbers and the reasoning behind the changes and scheduled the item for final consideration at a later meeting.
