Commission approves amendment allowing a café space at planned Gallien community center

The North Bay Village commission approved amendments to the development, construction and operations agreements with Project Football LLC (PFL) for the community center at 1851 Gallien Street, clarifying inclusion of a restaurant/café space in the construction scope.

Commissioner Acosta pulled the item for public discussion and said residents had questions about ownership and long-term use. “We own the community center, the building itself,” she said, asking whether PFL would have perpetual access to a café space or whether the village would retain authority over businesses operating there. Village Manager Rallison clarified the amendment “only to add the construction of the 3rd Floor and to provide for the inclusion of the restaurant space” within a definition; the operating agreement before the commission did not itself grant rights to operate or allocate profit-sharing for the restaurant, he said.

Commissioners debated whether the village should retain stricter control over which businesses occupy the space. Commissioner Cervoni noted the café had been planned “from day one” for the first floor and said the original omission was an oversight in drafting. The manager and legal staff said any separate profit-sharing or leasing arrangement could be negotiated through a subsequent amendment or agreement and would return to the commission for approval.

The commission approved the two amendments on the consent vote. Commissioners said they expected follow‑up discussions at staff level and a meeting with PFL to discuss profit-sharing specifics; Commissioner Acosta requested that the topic be reintroduced to the commission after that meeting.

Next steps: staff will meet with PFL and report back to the commission with options for any lease or revenue-sharing arrangement for the café space.
