Airport manager: nearly 2,400 noise complaints through May; staff developing guided visual approach to Runway 19R

Airport Manager Mark Witsoe told the Airport Advisory Commission on June 1 that "through May 31, the airport received nearly 2,400 noise complaints, with the top 12 addresses accounting for more than 80% of all complaints." He presented those figures as staff described ongoing outreach and monitoring related to aircraft noise in neighborhoods around the airport.
Witsoe also summarized airport operations during the BottleRock Music Festival and said "work continues developing a guided visual approach to Runway 19R to support potential FAA publication of a supplemental approach procedure." He reported that JSX has resumed scheduled public charter service to John Wayne, Hollywood Burbank and Santa Monica airports, that the service was temporarily expanded for BottleRock and is expected to continue through mid-November, and that JSX continues to operate from the existing terminal facility. He said staff is coordinating locally on a proposed wildlife hazard assessment tied to a City of Napa recycling center expansion (biodigester and biomass conversion facility) that the Airport Land Use Commission is expected to consider in July.
The commission noted applicant interviews for AAC seats will occur this month with appointments anticipated ahead of the next scheduled meeting on Aug. 3, 2026.
