The Town of Trappe council voted on March 13, 2025 to accept KCI Technologies' proposal to provide design and bidding services for the town's ENR treatment plant upgrade. Council member Michael Sullivan moved to accept KCI Technologies' bid in the amount of $679,500; President Schmidt seconded, and the motion carried unanimously (Potter – Y, Schmidt – Y, Sullivan – Y, Newnam – Y).
Town Attorney Lyndsey Ryan opened the meeting by confirming the purpose: interviews with firms that responded to the Town's RFP. A March 10, 2025 letter from Rauch, Inc. had withdrawn that firm's bid, leaving KCI and GMB as the two finalists. The minutes record the Council prioritized schedule and cost during deliberations; KCI's bid was $41,754.73 less than GMB's and KCI estimated construction readiness in early 2026 versus GMB's October 2026 estimate.
The interviews and subsequent rating on the Council's criteria informed the vote. Town Administrator Erin Braband and Town Attorney Lyndsey Ryan were present for the deliberations; minutes show both firm panels (KCI and GMB) were questioned from 1:00 p.m. through about 3:08 p.m., but the document does not include verbatim answers from firm representatives.
